Hackers aren't that prevalent, however the nature of the interweb allows a single individual the capacity of doing tremendous harm, most computer worms for example is written by a single person.

As far as web security goes, a recent document from verisign ( http://www.verizonbusiness.com/products/security/risk/databreach/ ) indicate that most intrusions are done by skilled organized criminal groups. The skill level to inject drive by exploit code or steal credit card numbers through sql injection is actually ridiculously low.

As for anon, I think you will find some VERY skilled individuals in there, but most of the ebaumsworld and /b/tard people that made up the meatcloud in this scenario are probably not that skilled. If the process can be refined to a point where it's easily replicated then you really only need one or more skilled individuals.
