if i wanted to make a website and reduce my server's monthly bandwidth, could a software that users can download and run to become part of my server so when people access my website there will be data downloaded from my server and some data downloaded from people's internet connection be made?

You can host some of your content on free providers and simply link to them...oh the magic of html. But I'm guessing if you're asking that question, your website isn't going to get hit enough to make a dent in most low level hosting plans bandwidth unless you just plan on hosting the pr0n.
