PHP Charset Encoder

Hi!

During the work on the PHPIDS i created a small charset encoder. Maybe some of you could use this - it's pretty simple but capable of converting any input format into any ouput format supported by the php multibyte extension.

Hi!

I built in some new mini features - you can now also convert your input/output to the format the JS String.fromCharCode() needs (and back). Also you can do en/decodeURIComponent().

Just a short note about some new features:

- bi-directional HEX/DEC/OCT entity encoding
- bi-directional conversion from \NN to &#NN;
- SQL HEX encoding

Thanks to the great work by d0ubl3_h3lix the PHP Charset Encoder now features Punycode cross conversion, faster Base64 transcoding and several other minor enhancements...

Does the PHP Charset Encoder accept input? I want to send Hackvertor output to it :)
I'm thinking of having the option to auto send the ouput back as well with a few whitelisted sites like PCE.

And again a several new features from d0ubl3_h3lix - you have new encoding variants, the possibility to save encoding sessions via cookie and lot more. Another version with more unicode conversion features will be deployed later this day...

I requested a new base62 en/decoder some time ago. For now it only gives me a JS function if I want to encode something to base62. a normal base62 output of my string would be nice.
